Almost four months have passed since Russia invaded Ukraine, and the Ukrainian job market has undergone significant changes, particularly within the industry sector. However, the IT sector remains one of the least affected by the war. Despite this, the situation in the Ukrainian IT market is still challenging. Recovery began in early May but was interrupted by the downturn in the global investment market and a reduction in the IT sector in Europe and the USA.
The IT industry has proven to be one of the most resilient, with workers adapting quickly to the new realities of the war. Despite this, the market for many outsourcing companies has been significantly impacted.
According to Djinni, the number of IT job vacancies has decreased by 27%, which is nearly three times fewer than the number of job-seeking candidates. Traditionally, there has been strong demand in Europe, the USA, and Israel for DevOps specialists and developers skilled in Python, Node.js, and microservices.
As of June 28, 2022, there are 54,000 candidate profiles on Djinni, marking a 50% increase from January. Most of this growth is attributed to the “active search” category, where candidates are actively looking for jobs. Meanwhile, the number of candidates in “passive search” has only increased by 16% from January to June.

The number of candidate profiles on Djinni has grown from 35,000 in January to 54,000 by the end of June. The number of active candidates on the platform has recovered quickly and continues to grow each week. However, weekly recruiter activity remains 20% below the levels seen before the full-scale war began on February 24. Despite the rapid growth in previous years, the number of vacancies in Ukraine’s IT market is now declining. According to Djinni, since May, the number of candidates has increased by about 9,000, while the number of vacancies has decreased by 2,000. In comparison, in March of the previous year, there were twice as many vacancies as there were candidates.
As for salaries, the situation varies across companies. It largely depends on whether a company has a financial cushion, has managed to retain its customers, or has successfully acquired new ones. According to DOU, despite the ongoing war, the salaries of Ukrainian developers saw a slight increase in the first half of 2022. The median salary in December 2021 was $3,300, and by June 2022, it had risen to $3,400. This increase primarily reflects the salaries of experienced specialists (Senior level and above).

In early February, recruiters were sending 80,000 contact requests per week. However, that number has now dropped to 40,000, while the number of job applications has increased from 30,000 to 50,000 per week.
According to DOU.ua, 61% of IT specialists have relocated to safer regions or other countries. Around 45% of them have stayed in Ukraine, mainly in the Lviv region. While it may seem that programmers can easily adapt to remote work, given that they can work from their laptops, the reality is more complex.
Due to ongoing anxiety and instability, managers cannot be certain about development pace, task deadlines, or release dates. For some specialists, access to offices and servers is crucial (for example, for system administrators, DevOps engineers, and cybersecurity specialists). This creates additional challenges for IT companies. Despite these difficulties, recovery is happening gradually, though the pace remains slow.
